Ellington Township is located in Tuscola County in what is known as the Thumb of Michigan. It sits on the northeastern outskirts of the city of Caro, Michigan, which is also the seat of Tuscola County. Ellington township is located between Caro and Cass City.
The township is 35.6 square miles of mostly residential, farmland, and state gaming area. As of the 2020 Census, the population was 1,325.
♦ NOTICE IS HEREBY GIVEN that the Ellington Township Planning Commission will hold a Special Meeting and Public Hearing on January 27, 2026 at 7:30 p.m. at the Township Hall, 2791 East Caro Road, Caro, MI 48723. The purpose of the Special Meeting is to hold a Public Hearing to consider an ordinance to amend the zoning ordinance and to consider any other business that comes before the Planning Commission. The proposed Ordinance would amend the zoning ordinance to allow the Township Board, by resolution, to impose a temporary moratorium upon the review and issuance of applications, permits, rezonings, licenses, or approvals of certain land uses. A copy of the proposed Ordinance is available for inspection at the Township Hall, 2791 East Caro Road, Caro, MI 48723, during regular business hours. Copies may be obtained for a reasonable charge. Written comments concerning the proposed Ordinance must be submitted to the Planning Commission via mail to 2895 Tomlinson Road, Caro, MI 48723, or hand delivered to the Township Hall, 2791 East Caro Road, Caro, MI 48723, prior to the start of the Public Hearing on January 27, 2026. This meeting will be held at the Ellington Township Hall located at 2791 East Caro Road. The purpose of the December Board of Review is to correct clerical errors and the board will also hear applications for current year poverty exemption, but not a poverty exemption denied by the March board of review. ♦ NOTICE IS HEREBY GIVEN to the residents and property owners of Ellington Township, Tuscola County, Michigan, and all other interested persons:
The Ellington Township Planning Commission will hold a public hearing on Wednesday, May 14, 2025, at 7:30 p.m. at the Ellington Township Hall, 2791 East Caro Road, Caro, MI 48723.
The purpose of the public hearing is to receive public comments on a special land use permit application submitted by AMG Holdings, LLC for a gravel and sand pit operation on real property described as the South 1/2 of the Northeast 1/4 and the Northwest 1/4 of the Southeast 1/4 of Section 24, T13N R13E, Ellington Township, Tuscola County, Michigan, comprising approximately 120 acres, with parcel numbers 008-024-000-0200-00 and 008-024-000-2000-00, located on Dodge Road, Cass City, MI 48723. The proposed operation includes harvesting gravel and sand, with activities such as screening, washing, stockpiling, and transferring aggregates, operating Monday through Saturday, 6:00 a.m. to 9:00 p.m., with access primarily via Dodge Road.
The special land use permit application, site plan, and related documents can be examined at the Ellington Township Hall, 2791 East Caro Road, Caro, MI 48723, during normal office hours. Written comments regarding the application may be submitted to the Township Clerk at the below address before the start of the meeting on May 14, 2025.

♦ NOTICE IS HEREBY GIVEN that a meeting of the Ellington Township Zoning Board of Appeals will be held on April 29th, 2025 at 1:00p.m. at the Ellington Township Hall, 2791 East Caro Rd, Caro, MI.
At this meeting, the Zoning Board of Appeals will consider and hold a public hearing on the following requests and any other business that may regularly come before the Zoning Board of Appeals:
Variance submitted by Brent Robinson for property located at 2695 E. Caro Rd, Caro, MI 48723, Parcel No. 008-017-000-0900-05. Current ordinance specifies 120 feet setback on M-81. The proposed site plan specifies 75 feet setback.
The Zoning Board of Appeals is receiving written comments concerning the proposed request. Comments must be received by the Township prior to the start of the public hearing. A complete copy of the applications and related materials are available at the Township Hall.

Public meetings will be held on March 10, 2025, at 3pm-9pm; and March 11, 2025, at 9am-3pm. The Board of Review will meet to hear questions, protests, and equalize the 2025 assessments. The tentative ratios and multipliers for Ellington are:
